Yellow Announcement has been improved

Detail
The yellow announcement bar on the top of every page, has been improved.
Improvemen includes:
o Faster loading time
o Less CPU processing
o Fixed yellow flash screen bug (sometimes on certain browsers, the entire screen flashes to yellow before the page loads, this flash happens sometimes for a faction of a second usually on slower PC or internet connections)
o Able to refresh yellow announcements without refreshing entire server (each time when server refreshes = lag, so this means less lag when Stephen or someone wants to force a announcement refresh)
