99+ day(s) ago | You can if you go to the manage colonies screen. You can click on the colony you want to have more loyalty and then click on `reward population`. By rewarding your population, this will cost money and turns, you raise loyalty. 1 turn will give you 5 more loyalty, the cost depends on the amount of population on the colony. Max loyalty is 5000 and the Guardian race can`t raise loyalty this way.
But as i see you`re a Terran, you shouldn`t worry too much about loyalty. Loyalty is only important if you get income from taxes, but as a terran the most likely way to earn money is through commercial/agriculture.
