In US rules of engangement and LOAC, civilian targets can be considered fair game if they directly or indirectly assist a "war fighter". Hence, an office building full of "civilian" contractors would be fair game if they provided key support to the troops or accomplished a critical military objective.
In this particular case, bombing a marathon event accomplishes objectives beyond senseless killing. 9/11 was symbolic and made the mastermind an iconic symbol, but the Boston bombing could have been done by any amateur. |

Thing is, I was not aware that Chechens particularly hated the US. In fact, their focus is on Russia, not the USA. I don`t care who this kid is supposedly connected to in Chechnia, it simply isn`t in the interest of Chechen Islamic separatists to mess with the USA. If these guys wanted to get our attention to the matter, a bombing is the wrong way to do get that attention. |

Although it kinda makes me wonder when I hear on the news that police are putting out notices to each other to be on the lookout for a "guy with dark skin and a hoodie", but not as much as when I start seeing two white men on CNN start talking about how it`s so hard to single out "suspicious individuals" because of the general diversity of the crowd.
I mean really CNN? *face palm* I really wish I was able to record that. |
