99+ day(s) ago | it`s a rule of thumb. Explorable for virals on RT server is around 64 planets or so. The reason why tax virals going nonexplorable is risky is because of base PR.
your base PR gets very high if you are a tax based empire and it will be hard to get borders. Recall that your PR determines who you can attack. If your base PR is high to begin with, then you can attack less people and in general attacking is harder.

99+ day(s) ago | Being tax lets u earn more than comm with the same land and infra research.. Therefore to sustain your fleet cost and upkeep, a comm will go for more land which normally is more planets/clusters, unless u plan on gordoing (artifact).. as gi mentioned, after u reach a certain number of planet blah blah blah..
