DrunkenMasters 99+ day(s) ago | Hot tip: Just stalk inactive tax miners or tax virals(you can judge who`s tax from the high base PR). Kill them, get the planet/cluster with the loyalty, then(eventually) do the missions :P |

You are on the right track. There are many aspects on putting together a good guards empire.
1. Research pure housing as you have done.
2. put together som clusters withs high loyalty as this greatly improves you tax income. Judging from the post I just read from you on the forum you know how to do this. Find a lot of land and cluster them with a 2.5k loyalty planet.(if you capture a 5k loyalty planet which is max, the loyalty is halfed.) Remember to disband population on all the planets but the planet with high loyalty that you cluster you planets with, as the amount of loyalty carried on to the clsuter is weighed as the population on each cluster.
You have to find out whether you like to be able to explore for borders. Then you would probably only need a c2. cluster and a lot of U.larges. Else you should go for a couple of c3s.
Remember to wait doing the missions until you got the clusters you want to keep, as one of the missions gives you loyalty to you cluster
Btw. The clusters and planets you got so far looks great!
