What if income/production increase by some percentage per player-owned retal on your empire for the server you are on.
I personally am all for even a tax minor having +20% income because hes been dungting out retals all day, he earned it.
1) it would indeed be a lot more balanced after the nerf to explore (e.g. the often suggested: have the required explore points based on total land size already owned+amount of planets).
2) Rusty mentioned "handing out retals", so I`m assuming NPCs wouldn`t count
3) I would indeed cap, so it can only accumulate up to 5-10 times and if you don`t attack for an hour, the modifier is reset. If you attack again, the countdown timer resets to an hour again.
