Small Ship Tweaks Now Live:
- Shields: 99/-10/-20/-20 -> 50/-30/-40/0
- Remove ND
- Stat Rebalance:

-- Hull: 100000 -> 68437 (2.218 -> 2.2)
-- Attack: 17500 -> 12132 (.3888 -> .39 still pure kin)
-- BR: 2 -> 2 (90,170 -> 62,216 ppt)
Quartz is bad at everything except being the best energy block in the game and building fast. This change should make it better at the only thing it has going for it (building fast and being spammed) while also making it less annoying for half the ships in the game to do any damage to.
- Shields: -60/25/-45/70 -> -65/25/-55/70
Making ruby die a bit more when its in a bad matchup. I`m hesitant to go further here because ruby benefits/benefitted a lot from general fear of using energy vs guard. Hopefully this with the quartz shield change will be sufficient.

- Hull: 15000 -> 20021
Most of the other chem block ships that exist have a pretty good secondary usage (lots of stats, high range, very tanky, etc) whereas livid was pretty meh outside hitting exactly fez. This should allow livid to exist as a general top stack and not be awful regardless what it hits.

- Hull: 107000 -> 115500
Slight repurpose so not every miner ship dies to pure kin as easily.
- Weapon: 350/0/0/50 -> 350/0/0/100
In theme with livid change to give chem blocking ships a better secondary purpose, now kal should be able to hit chem weak better and not be as sad.

- Weapon: 5/0/0/0 -> 4/0/0/1
- BR: 4500 -> 5600 (36,000 -> 44,800 ppt)
Should make building ryu less of a meme. This will be likely be revisited in the future.

Makes ray die more if an enemy ship survives to shoot back.
UW Reward Ships:
BR: Anything -> 0
UW ships are op and almost nobody uses them. They can be kept as trophies but not used in battles.
