explict simple answer, as terran dont bother
your income will be lower if you try to keep that positive... just build housing and commercial infra on planets

how can I get my goods to go up instead of down every turn?

You can either extract ore from your planets or buy it from the market, to extract it faster you can build on mining and that will speed up the processs of extracting. If you go the extraction route I suggest keeping only high ore planets and then clustering if possible.

each planet only has a certain amount of ore, some more than others
