as he says, or do same till the ranking part, then click on attack and enter a name, usually his way is faster for the most part, my way is faster if you intend to retaliate immediately before they rebuild.
But you do have 7 days to use a retaliation attack, which can be done from any power rating.

you have to go to the build option on the right side of your screen, select it and choose a ship to build. after you have a fleet of ships select ranking at the top of your screen and select an empire near you to attack.
