How come i cannot get to positive goods whenever i use a turn?

It is not profitable for Terrans to build their own goods. Just buy them from the market. There is no penalty for not having goods, but if you have them, you get a slight boost in income from your population.
You should just buy goods from the market, unless you are an Industry Miner, meaning you research and build Industry on all your planets, then you just buy the raw material needed from the market.

Goods production is based on indutry infrastruture on your planets, and having available raw material to produce them.
to increase goods production build agriculture to generate raw material, and build industry to convert the raw material into consumer goods.
