correction: in the ranking option you must then click empire near me to narrow down your options

if your attacking another empire, your p.r or power rating must be at least 5000 pr, then go to " build " and select a ship or multiple ships depending on what ships you have researched at the moment, select quantity and confirm.
then either you can got the "attack" option on the left side menue or click on the "ranking" option on the top of your screen and select an empire to attack.
you can only attack within 30% of your enemies pr and vice verca, unless its a counter attack wich can come from any pr level in the game.
