They are helpfull if you are a tax based Guardian..
Every good you buy you sell to your population for 5 each (you do this automatically as you use turns)
So buying them at 4 or less makes you back all and more of the money you spent on them, and they increase your income while you have them, They are not a NEED though, as you can make money without them.
