just as the title says;

with a little extra research and a paid account we should get better scouts. tier 2 is great, but if im already paid i think id like just a little more oomf behind my scout, and by oomf i mean less drunk pilots (all my planets are garbage)

I like the idea of it being non paid too! explorable C3`s.... hmmm ?
