instructions for applying to a fed:
-click on intel
-type in the name of the fed leader or a member of the fed
- click on the person on that screen
- click "More Info"
- click on the Apply button/link
- Send a PM to the leader of the fed

They have to apply to your federation, the person you want in your fed. He has to click on your empire and click on your faction then click on apply.
Then you look at applicants list and accept his application and hes in you fed.
