this is a problem that should be fixed so that other empires can not be blocked from doing UW`s. on ultra no one can do anything

EXTREMELY URGENT !!
UrbanSprawl (#431129) finishes construction of an ultimate alien weapon !
Universal Council have removed attack restrictions on UrbanSprawl !
UrbanSprawl can activate the ultimate weapon any time now !

It`s not a bug. It`s cause for some reason Urban has yet to hit the activate button.
