I`m going to assume you`re terran... though when asking economic questions, you really should specify your race and income stream. On the same assumption, I am going to be guessing that you are focusing on commerce, like the missions tell you.
Your food production is negative because your population eats food, and your goods production is negative because they want goods.
One of the things about this game is that the most profitable way of playing this game is choosing ONE income stream and satisfying all of your other needs through the market. You need food (unless you are a guardian) and if you run out of food, your population will very quickly die, as well as your loyalty will take a hit (though loyalty is not important unless your income stream is tax.)
Buy food from the market. Goods, you do NOT need. Look at them as luxury items, like computers or toys. Your population likes to spend money on them, but if they don`t have them, well, they will still survive.
