You wait. :P
You simply wait. They will regenerate on their own over time. The fastest rate at which you can get them is on the Real-Time server, One turn per 8 seconds. Turns regen faster if you are a paid status account. It`s one turn per 2 minutes for Ultra server, one per 5 minutes for Fast, one turn per 15 minutes for normal, and one turn per 30 minutes for slow.

They will automatically regenerate over time. Depending on what server you are on, the turns come back at different rates. If you want the fastest turns, join Real Time server, where they are 1 turn per every 8 seconds without a paid account.
Paid accounts give faster turn generation, 15% faster, and artifacts will give turns too.
