im on a mission and i need 2 level 2 colony clusters. i have 3 lv 1`s. and maybe 6 or 7 free planets. im trying to get another lv 1 but it says i dont have enough
colony clustering

if there are any u. class planets, or dead type planets, they will not be able to cluster. also, if you have any infected or assimilated colonies, those won`t be able to be clustered in their current state.
