how long?

How long does empires like Eternal and deiloche have before they have to log in to protect there high planet counts...they are both in under 5000 pr protection with hundreds of planets...do they just get permanent VM?...this seems to be quiet unfair to others who even if they want to VM have to at least log in to protect there empires...just curious ...:)
