He could have attacked someone and got 1c2 and c3 many o times maby there in the middle of his planets or maby there below borders now that he might have plundered the borders he didnt need below

colonies are not planets. a a single planet or a cluster is a colony. Ie - cluster lvl 2 is but one colony
