In act 1,mission 4, how do u raise your power rate?Do u get more ships?

There are multiple ways to raise your power rating:
1) Yes, Building ships does increase that, they require cash$ and minerals and turns.
2) Exploring Planets. Each planet gives 1,000 power, so thats an easy way to pass the 10k power mission.
3) Population. For every 10 population you have you gain 1 power. But thats probably not very usefull for your situation especially as your terran.
Id just explore a few planets or build a few cheap ships to get the 10k Power you need =D
