You`re going to have to give more details or be more specific. From what I gather, you should be making money, but aren`t.
One possibility could be that you may have just been attacked? If so, your income will say you are making cash, but it is innacurate. In which case, it will also say "use a turn first" somewhere in the income details.
Also, how are you making money? Commercial, housing, industry, food, mining?...
