You can speed up this process by getting a paid account. It goes down to 6 seconds per turn on RT, etc... Your turn bank will also go up 50%

They will regenerate on their own. Simply wait. The server speed you are on will determine how fast they regenerate. Real Time server is fastest, one turn every couple seconds. Other ways to regain turns are small time capsule and big tiem capsule artifacts, which can be fused using Capsule Lab.
