You cannot produce ore. You explore for panets (or steal them from others by attacking them) and strip mine the ore off them by assigning mining structures. The more mining structures, the fast the ore will be removed. Once the ore on a planet is gone, it will not yield any more ore.
Clustering planets together and then just mining the whole cluster is an effective way to do it by the way.
