artifacts can do lots of things deending on the artifact
you can target any empire with an artifact and they can have numerous affects such as giving or taking away turns and money
however if you wish to start playing this path a capsual labwould be needed and you would probably be best finding some fan sites such as the spacefed community website for artifact formula`s
