Captured Cluster with zero pop

I`ve had this happen a few times now and wondering if anyone`s ever firgured out how to fix it. I captured a Lvl 1 Cluster but it has zero population. Can`t build anything on it because I can`t figure out how to get at least one pop to start with. Has anyone ever managed to get around this?
