It isnt really workable as if you make the bonus decent it will be abused otherwise it is too small to really make a difference.
As it is i think it is better to be a low bonus than for admins to have to constantly monitor it for abuse

yep, thats correct AGM, was disabled because of abusement back in 04` ... so i was told when i asked about it back in my newbie days

unless i am mistaken the slave link doesnt work correctly so they wont actually become your slave but you will get $150,000 per person that clicks the link

Basically if you use your auto enslave link (found in command > Slave Empires) copy that link and tell them to sign up through that and when they do sign up you will get a small credit bonus, and they will automatically be enslaved to you.
