I just completed the mission that took my 5M - however I am not sure what it took it for. I do not see anything different except that I do not have my 5M... What should I be looking for in terms of differences?

Yeah, the reward is extra housing infra.

I would gladly give 5mil to increase my housing infra by 2.

you should get a +2 research in housing from that mission
