What does Plaunder a colony mean?

it destroys the colony, and you salvage whatever is on it in terms of population, and infra built on it
some races base their entire economies on plundering colonies: marauder and collective.. for example
however it is more commonly used to simply get rid of useless/small planets, or to re-organize your planets to make clusters or allow room for more to explore etc. etc.
