any race can become difficult, it all depends on how you set it up, sure collectives and Maru both have very good and highly effective ships....but how good are those ships if you play the race as a plunder maru or collective? you have to be a lot more careful with what you build how you spend it and managing your fleet / battles more economically.
by which i mean before you engage in battle you have to assess whether or not the pay off will be worth the cost and losses, sure you may win three, at a price of 60% of your fleet which cost X amount in minerals/credits...and you may only get small land planets which won`t give much in return for your fleets, they may pay for a few stacks...and this is in a perfect world where you don`t have to take into account plausible attacks to yourself before being able to plunder.
Guardians can also be made more difficult by trying to be an agri guard. Miners can choose something other than tax minerals or cg`s. Viral can choose something other than Agri Comm or tax and well terrans income wise have the most versatile choices but one could go Cg terran.
also to make any race more challenging all anyone has to do is hoard planets, not only does it make exploration races to where they can`t explore you also set yourself up to be hunted by those who collect trophies.
Play style also has a lot to do with how challenging something is, you can be passive, you can be aggressive you can choose to hoard, you can choose to gordo a smaller type planet you can ally yourself with people, you can hate everyone, you can do so openly or publicly to entice people to hit you or not
and theoretically virals could become the most challenging race, by picking a less efficient econ type, and picking ships that are sub par, ships that would take real talent to turn into a stack.
challenge depends on the players mind set and how adventurous they are. no one really has any reason to quit out of boredom, if it`s to easy, make it harde
