I attacked someone and won over three colonies. Now there is `0` population so ican`t do anything there. Even building a house needs atleast 1 population. Please Help

yep nothing to do about planets with 0 pop other than to cluster it with others that have population
can`t do anything about it, except to cluster them so that one of the other colonies clustered will have pop on it, hence allowing the cluster to have pop
