When your empire has been enslaved by another empire, you pay tribute to your slavemaster. The Tribute is 15% of your income as long as you have a positive income. If you have a neg. income you won`t pay tribute.
If you want to break free from your enslaver, climb to 10 times his PR and declare Independence from the Slave Empires tab.
