Do clustering planets reduce the amount of loyalty ?
For example , if i have a 5000 loyalty planet and four 70 loyalty planets , what will my clustered C1 be? 5000 , 70 or average ?

Yep Collective1 is correct
I can buy that...I guess I usually cluster barrens with similar populations and loyalty and always thought it took the average but collective`s response makes more sense.

it`s a weighted average depending on the population...so ideally you should demolish all housing on the 70 loyalty planets
As far as i know it depends on the population on each cluster you put together.
average...5280/5=1056
