If a Federation is hostile against you but you are not "officially" hostile against them do you still get the slight lifting in PR restrictions??

You should be able to attack them from 400% above and 5% below! And they should get a 500% bonus to weapons if 90% of their pr is in one stack. That will fix the game :)

No only if you have federation war on them if you do not and they have federation war on you then they can hit you from 2x but you cant do the same..
