get enough housing, desroy other infra to free some labour, research more housing (only if u still have housing infra)
another tough way, cluster it with other colonies n `borrow` some pop to it.

I would advise, double checking your figures, when destroying housing.. millions of land has been lost due to people accidently (or purposely :S) destroying all the housing on a colony making it useless

if you have negative labor, you are stuck
unless you can destroy enough buildings (not housing) to then get a positive labor, then you would be ok
but if you destroyed your only housing on your planet, you cant fix it
