how do I ever find anyone within my range to attack?? It seems like 95% of people are under that protection and the remaining 5 percent that I can see are too large or too big (even if I could win in a fight!!). Why does the game stop me from attacking people larger than me if I can win? These controls, together, basically stop this game from being a combat game from my perspective (with 30k power or so).

If top 5, you can do -200% regular range, fedwar is also -200%, you can attack the top from +299%

there are PR restrictions to attacking (-130 to +150 range on normal attacks) so if you want to attack higher powered people you need to build more ships to reach them
