How can you restart if you gocompletely wrong when you start?

you restart by clicking "options" on the top row of links starting with "command" then "federation" etc..
then you will see options on the side or in a big box in the center that says "restart empire"
when you restart you will need to enter your password, and also if you have completed enough missions, you can restart as a different race
but if you are just starting stick with terran until you figure things out
