I think there should be another way to help find (explore) planets (for the races who can). It should rival the cost (both in $ and in turns) of the capsul lab (or maybe twice as much), with the end goal of reducing the exploration points needed to find a new planet in half.
imo, it would be tight. And the huge cost and time invested would make it fair.
