Well well it have been stated many times, that the KalZul is an NPC, but it's still played by some person's.
So can't really be called a NPC., it's more a Moderator's tool as I see it.
Now a toy to give something for the Old Empires to have fun with, for the slower Server's anyway.
For RT. even a month old Empire could have some fun with it, if they don't get hit in the process of building up fleet. :-))
