How does this happen? How can he have a stack of K. Hun-Li in both stack #1 and stack #4? (As if Guards needed more offensive help)

Stack 1# un li have upkeep and stack 4# hun li are from missions and have no upkeep.

Yeah, like some are made home by you, are catagorized as homemade, and the mission ones are either found, privately made, or government funded...

He probably got a few Hun-li from doing the missions. Those are registered as different from the Hun-Li you can build hence the double stack of Hun-li.
