maybe its juz a fed member helping another.. or an ally.. for eg.. `empire a` juz restarted for a few days n needs the money.. `empire b` will buyout the food at all the price until a fixed price which `empire a` has posted..

then again food prices will dropped sooner or later as it so happens a lot are doing agri.. but by then those responsible for the inflation of food prices would have done their business..
