if I want to attack an empire that is in top 5 and has a Pr of 24,555,738 , what is the minimum Pr I can have ?

under normal circumstances you must be within 30% of their pr, hopefully above them. if your in a fed that is at war with your enemy you have a 200% advantage to attack from
300% below PR
