Why i it that I cant assimilate clusters when I capture them? Just against the rules? They change to "Assimilated C1", but I cant use them.

yeah the assimilated clusters are the punch line to the cruel joke that is tax collective :P

Well you can, but just not for mining or agriculture. =P
Either that, or you captured a viral cluster, which you definitely cannot use or convert.
Just max the population and plunder it. That`s all it`s good for.
