for normal fighting you can attack an opponent from 30% difference in power from your fleet to theirs so make sure to do the math and attack from as high as you can within that 30%
Under Military on the left side, you must first Build Ships to create your fleet, then go to Attack and find people to attack, it`s straightforward from there. Howver, at this time most people are in the special dp given by stephen, so I would reccomend you wait before coming out of it until there are people out.
