well can i change game from normal to fast or ultra???

You can start an account on a faster server, but you cannot "move" your empire from one speed to another. you will have to start from scratch.
yes,you can have one account per server, real time being the fastest and then ultra just make sure hat you do not have more than one per server as this is a violation and can result in suspension of your account
