Every so oftern i notice that my power points have risen slightly, by about 10 - 20 points. at the moment im only researching technologies, do some technologies increase you PP or does you PP go up every set number of turns you are spend researching?

Infra level is the level of your infrastructure ressearch, you can view it by going to Research and look at where it says something like this:

Infrastructure Research
Type Cur. Lvl
Housing 0
Commercial 108
Industry 0
Agriculture 0
Mining 0

the number next to each type is your infra level in that particular infra
