It just shows that somebody has completed stage 1 of the kalzul overmind project
usually you dont have to worry about it yup because usually only 4-5 of them succeeds in a year on a particular server

What Is The Kal-Zul Overmind Project?(Ultimate Weapon)
The Kal-Zul Overmind Project is also know as the Ultimate Weapon (UW). It has two parts two it, the Kal-Zul Hektar(Takes 24 hours to finish) and Kal-Zul Loktar. Once someone builds and completeds both, they have to stay alive (With the whole server attacking them) for 48 hours. Then, if not killed, it blows up the universe, taking 90% of your Food, Minerals, Goods, Money Reserves, etc. No research is effected, nor are planets. If the person who blows up the Universe is in your federation, you only loose 66.6..% of your Food, Minerals, etc.
