since your 850k in debt the best bet sounds to restart
go to options then click restart empire.

1. if you are a new empire, and have less than 20 infra lvls, then restart
2. if this is not the case then :-
-stop using turns
-disband all your ships
-sell any minerals , CG`s food, ore in the market that you possibly can
-if this is not enough to cover your debt, ask ppl to use gold, silver or platinum dineros on you, as this will give you income
