I`m sorry, but kicking fed members due to inactivity is not illegal, and makes perfect sense if it looks like they`re about to lose clusters. Fed leaders do not play a direct role in "planet transfers" and the member can just as easily quit. It is not illegal to kick a member if you know they plan to return within the week, as this is a game feature to let people in after they`ve been kicked and not a bug. Inducing DP, stealing planets, and other "unfair gain" are wrong in and of themselves already and have nothing to do with kicking members from a fed, so please try not to confuse the matter.
