I have less then 5000 pr but I still can be attacked.
I haven`t attacked anyone so why dont I get dp?

Planet power rating:
(pop / 10) + housing + commercial + mining + +agriculture + industry + ( planet x 1000 )
Player power rating:
(total planet power rating) + (total ship power rating)
I assume that you explore 4 planets and saw that you were under 5000pr, Then you decided to built some housing/commercial/agriculture/industry/mining on them.
Notes : that building infrastructure on your planet will increase your pr

if you`re being attacked, you`re not under 5000 pr. if you build ships, that will increase your pr
